    Background

    Community Development Center “Today for the Future” (CDC-TFF) is an independent, non- profit, gender- based and community-based organization.

    Mission

    CDC-TFF aims:

    • Achieving the social, economic, political and cultural cohesion of society by prioritizing the gender equality through the application of new liberal and democratic attitudes and behaviors;
    • Mediation in promoting the coexistence and cooperation between different gender communities, ages, ethnicity, cultural, religious;
    • Consolidating the diversity and tolerance values in these communities, the democracy and coexistence, social unity and gender equality

    By working for the implementation of these principles through lobbying, advocacy, and giving the best practices for the multiethnic, multicultural community, women, youth, children and to the third age in need.

    Policy Statement

    CDCTFF shall ensure that the CSO Personnel meet the highest standards of professional qualifications and competence necessary for the implementation of the Activities and achievement of the Deliverables under this Project, are free from any conflicts of interest related to the Activities, respect the local laws and customs, and conform to the highest standards of moral and ethical conduct. Therefore:

    • The applicant shall not be considered in any respect as being the officials, personnel, employees, staff or agents of UNDP or the United Nations.
    • Shall not seek nor accept instructions regarding the Project from any Government or other authority external to CDCTFF or UNDP;
    • Shall refrain from any conduct that would adversely reflect on UNDP or the United Nations, and shall not engage in any activity that is incompatible with the aims, objectives or mandate of UNDP or the United Nations; and
    • Shall not use information that is considered confidential without the prior written authorization of UNDP.

    CDCTFF represents and warrants that applicants must not be engaged in the sale or manufacture of anti-personnel mines or components utilized in the manufacture of anti-personnel mines.

    CDC “Today for the Future” is implementing the project “Establishment of the Center of Resilience in the Municipality of Durrës” on the frame of “Increasing Community Resilience” Program, which is financed by USAID and implemented by the United Nations Development Program (UNDP), supporting the priorities of the Albanian Government. This project will consist in establishing a Resilience center in Durres Municipality to provide social care integrated services, comprehensive and coordinated support to vulnerable communities, including Albanian women and girls, persons with disabilities, religious and ethnic minorities, Afghan evacuees LGBTQIA+, women and men affected by earthquake. The RC will promote social inclusion and cohesion, and contribute to the sustainable development of the target area by addressing the root causes of poverty and inequality. Through these efforts, the RC will empower individuals and communities to take charge of their own development and work towards building a resilient and inclusive community in Durrës. The project seeks to address several key issues, such as lack of access to education and healthcare services, as well as high levels of poverty and unemployment, illiteracy, psychological trauma, disability, gender-based violence, and lack of opportunities for youth and elders, by providing a range of interventions over a seven-months period.

    In this regard, CDCTFF is looking for a Director of the RC who will be responsible for managing all technical aspects of the project, from developing project plans and budgets to overseeing project activities and ensuring that they are delivered on time and within budget. Director of the RC is supposed to work closely with a range of stakeholders, including governments and development partners, to ensure that the project is aligned with national priorities and contribute to sustainable development outcomes.

    Duties and Responsibilities

    1. Project personnel management
    2. A.1) Endeavour to create a strong team spirit, cohesive and mutually supportive; encourage collaboration between individuals, the sharing of experiences and the solving of problems as a group; organize regular staff meetings for this purpose.
    3. A.2) Mentor and guide project team to increase their understanding and capacities on project issues.
    4. A.3) Assign specific duties and tasks to specific individuals according to their Job Descriptions or Terms of Reference; ensure their full understanding of what is expected

    through agreement on deliverables and timescales; and agree on the resources and support that will be provided by the Project.

    • A.4) While giving all professional personnel the “space” to carry out their professional duties, ensure that guidance and support are available whenever needed.
    • A.5) Ensure that Project staff enjoy the conditions of employment as stipulated by their contract, together with the responsibilities of their positions.
    • A.6) Require regular (as agreed), formal and informal reporting on progress with the achievement of assigned tasks.

    B)   Financial resources management

    • B.1) Ensure total accuracy and the highest level of transparency in the management of the Project financial resources in accordance with UNDP and national regulations and procedures.
    • B.2) Work with the project team and PMU (Project Management Unit) to prepare all necessary financial reports to accompany Project quarterly and annual work plans and reports.

    C)   Project outreach

    • C.1) Advocate within the broader stakeholder’s community and beneficiaries.
    • C.2) Contribute to the production and publication of public information material.

    D)   Project planning and implementation

    • D.1) Coordinate the process of quarterly and annual planning of project activities, with the participation of all Project personnel.
    • D.2) Require progress reporting and accountability for resources used.
    • D.3) In cooperation with relevant Project personnel build effective working relationships with Durres Municipality and the project’s key partners.

    E)   Monitoring and adaptive management

    • E.1) Coordinate the implementation of the Project Plan.
    • E.2) Collate the results of monitoring, analyze them, and formulate proposals for adaptive management measures for consideration by the Project Management.
    • E.3) Implement the decisions and advice of the Project Manager.

    F)   Reporting and accountability

    • F.1) Provide a report to each meeting with project Manager noting progress and achievements, acknowledging difficulties and proposing possible solutions for consideration and guidance by the Project Management.
    • F.2) Coordinate the work for the preparation and content of the annual Project Progress Report, with the full participation of relevant Project personnel.
    • F.3) Jointly with the project team, prepare quarterly and annual project plans and reports and present them to the Project Management, donor, etc.

    Institutional Arrangement

    Working under the supervision of the Project Manager to whom he/she will report and the overall guidance of the Project Management, and in partnership with the project staff, the Director of the RC will be responsible for leading the Project Team in the day-to-day implementation of the Project and managing Project resources effectively and efficiently to achieve the Project Objective and Outcomes within the set timescale and available budget.

    Required Skills and Experience Education:

    • Bachelor’s degree in the field of Social Sciences, Public Administration, Finance, Management, Law or other related fields.
    • Master’s degree in Social Sciences, Public Administration, Management, Law or other related fields will be an advantage.

    Experience:

    • Minimum 7 years (with Master’s degree) or 10 years (with Bachelor’s degree) of relevant experience in managing complex projects in social services or public administration (nationally/internationally).

    Languages:

    • Fluency in English

    Required skills and competencies:

    • Experience in project management and community development projects or similar project will be advantage.
    • Experience in partnership building and management with multi-stakeholders, including government agencies, and other development partners will be advantage.
    • Experience in designing new services in public and commercial sector will be advantage.
