Nj\u00eb nga instrumentet p\u00ebr p\u00ebrmbushjen e k\u00ebtij misioni \u00ebsht\u00eb:<br \/>\n&#8211; realizimi i sh\u00ebrbimeve n\u00eb p\u00ebrshtatje me nevojat e bashkis\u00eb,<br \/>\n&#8211; duke siguruar aksesin, cil\u00ebsin\u00eb dhe koston e p\u00ebrballueshme nga t\u00eb gjith\u00eb,<br \/>\n&#8211; n\u00eb p\u00ebrputhje me standardet e k\u00ebrkuara me ligj, dhe,<br \/>\n&#8211; duke respektuar politikat komb\u00ebtare dhe rajonale.<\/p>\n<p>Vler\u00ebsimi i financimeve t\u00eb sh\u00ebrbimeve mjedisore n\u00eb vitin 2017, nxori n\u00eb pah p\u00ebr Bashkin\u00eb Durr\u00ebs p\u00ebrve\u00e7 n\u00ebn financimit p\u00ebr ofrimin e k\u00ebtyre sh\u00ebrbimeve, edhe nevoj\u00ebn p\u00ebr prioritizim t\u00eb sh\u00ebrbimeve mjedisore sipas nevojave t\u00eb komunitetit, sidomos n\u00eb lidhje me largimin e mbetjeve urbane dhe veprimtarit\u00eb edukuese dhe informuese.<br \/>\nP\u00ebr zon\u00ebn e Ish-K\u00ebnet\u00ebs, monitorimi i kryer n\u00eb kuad\u00ebr t\u00eb projektit ACHIEVE rezultoi se sh\u00ebrbimet e mbledhjes, transportit, dhe depozitimit kan\u00eb kryesisht mbulim vet\u00ebm n\u00eb rrug\u00ebt kryesore; ka shkall\u00eb t\u00eb ul\u00ebt t\u00eb edukat\u00ebs mjedisore; dhe aktivitetet nd\u00ebrgjegj\u00ebsuese t\u00eb autoriteteve vendore p\u00ebr rip\u00ebrdorim, riciklim dhe ndarje mungojn\u00eb.<br \/>\nP\u00ebr ket\u00eb arsye projekti &#8220;P\u00ebrmir\u00ebsimi i ofrimit t\u00eb sh\u00ebrbimeve mjedisore Durr\u00ebs n\u00ebp\u00ebrmjet \u201cTeknikave te V\u00ebzhguesve t\u00eb Trajnuar\u201d&#8221;\u00a0zbatuar n\u00ebn Programin\u00a0<span style=\"color: #008000;\">SENIOR II<\/span>\u00a0<span style=\"color: #008000;\">&#8220;Mb\u00ebshtetje p\u00ebr Organizatat Mjedisore t\u00eb Shoq\u00ebris\u00eb Civile n\u00eb Shqip\u00ebri<\/span>\u201d, e zbatuar nga\u00a0<span style=\"color: #008000;\">Qendra Rajonale Shqip\u00ebri (REC)<\/span>\u00a0dhe financuar nga\u00a0<span style=\"color: #008000;\">Qeveria Suedeze,<\/span> sipas q\u00ebllimit t\u00eb p\u00ebrbashk\u00ebt t\u00eb rrjetit, synon t\u00eb p\u00ebrfshij\u00eb nj\u00eb grup v\u00ebzhguesish t\u00eb cil\u00ebt do t\u00eb trajnohen dhe do t\u00eb p\u00ebrdorin nj\u00eb sistemi t\u00eb unifikuar TVT vler\u00ebsimi p\u00ebr situat\u00ebn e ofrimit t\u00eb sh\u00ebrbimeve mjedisore, duke e dokumentuar at\u00eb me fotografi dhe me nj\u00eb formular\u00eb vler\u00ebsimi, sipas sistemit t\u00eb vendosur nga URI, dhe m\u00eb tej sipas nevojave lokale t\u00eb Durr\u00ebsit, synon t\u00eb rris\u00eb nivelin e nd\u00ebrgjegj\u00ebsimit qytetar duke p\u00ebrfshir\u00eb n\u00eb k\u00ebto aksione dhe bashkin\u00eb dhe nd\u00ebrmarrjet p\u00ebrkat\u00ebse si rritje t\u00eb kapaciteteve t\u00eb tyre n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n<p>Ky projekt do t\u00eb ndihmoj\u00eb n\u00eb p\u00ebrmir\u00ebsimin e situat\u00ebs aktuale mjedisore si dhe t\u00eb p\u00ebrmir\u00ebsimit t\u00eb ofrimit t\u00eb sh\u00ebrbimeve mjedisore, duke siguruar nj\u00eb mjedis m\u00eb t\u00eb past\u00ebr dhe m\u00eb t\u00eb sigurt, si dhe do t\u00eb ndikoj\u00eb direkt n\u00eb perceptimin e banor\u00ebve p\u00ebr ofrimin e sh\u00ebrbimeve mjedisore.\u00a0Nga ana tjet\u00ebr ky projekt do t\u00eb ndihmoje nj\u00ebsit\u00eb e qeverisjes p\u00ebr arritjen e objektivave t\u00eb strategjis\u00eb s\u00eb decentralizimit n\u00eb forcimin e demokracis\u00eb lokale n\u00ebp\u00ebrmjet rritjes s\u00eb gjith\u00ebp\u00ebrfshirjes qytetare dhe forcimit t\u00eb strukturave komunitare n\u00eb nivel vendor.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"color: #008000;\">SENIO<\/span><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-3874\" src=\"http:\/\/www.cdc-tff.org\/web\/wp-content\/uploads\/Senior-II.png\" alt=\"Senior II\" width=\"287\" height=\"163\" srcset=\"https:\/\/cdc-tff.org\/web\/wp-content\/uploads\/Senior-II.png 287w, https:\/\/cdc-tff.org\/web\/wp-content\/uploads\/Senior-II-200x114.png 200w\" sizes=\"(max-width: 287px) 100vw, 287px\" \/><span style=\"color: #008000;\">R &#8211; II<\/span><\/strong><\/p>\n<p>Me reform\u00ebn Administrative dhe Territoriale, bashkia e Durr\u00ebsit \u00ebsht\u00eb zgjeruar 4 her\u00eb m\u00eb shum\u00eb, nd\u00ebrkoh\u00eb q\u00eb sh\u00ebrbimet publike duke p\u00ebrfshir\u00eb dhe sh\u00ebrbimet mjedisore nuk jan\u00eb t\u00eb shp\u00ebrndara uniform, gj\u00eb q\u00eb ndikon n\u00eb jet\u00ebn e popullat\u00ebs t\u00eb madhe n\u00eb num\u00ebr. Bashkia me strategjin\u00eb e re synon t\u00eb mbuloj\u00eb territorin me sh\u00ebrbime dhe t\u00eb rris\u00eb cil\u00ebsin\u00eb e tyre. Me sfid\u00ebn e menaxhimit dhe shp\u00ebrndarjes s\u00eb sh\u00ebrbimeve mjedisore, \u00ebsht\u00eb par\u00ebsore planifikimi dhe buxhetimi i drejt\u00eb nga bashkia, si dhe nd\u00ebrgjegj\u00ebsimi dhe ngritja e kapaciteteve qytetare n\u00eb njohjen e sh\u00ebrbimeve mjedisore dhe angazhimin e tyre qytetar.<br \/>\nZona e synuar n\u00eb Durr\u00ebs \u00ebsht\u00eb qyteti dhe sidomos zona e plazhit, e cila mbipopullohet p\u00ebr shkak t\u00eb fluksit turistik dhe ndikimi i sh\u00ebrbimeve mjedisore te popullsia \u00ebsht\u00eb primar. P\u00ebrmes projektit \u201cFinancimi i sh\u00ebrbimeve mjedisore pas ndarjes Administrativo territoriale\u201d zbatuar n\u00ebn Programin <span style=\"color: #008000;\">SENIOR II<\/span>\u00a0<span style=\"color: #008000;\">&#8220;Mb\u00ebshtetje p\u00ebr Organizatat Mjedisore t\u00eb Shoq\u00ebris\u00eb Civile n\u00eb Shqip\u00ebri<\/span>\u201d, e zbatuar nga <span style=\"color: #008000;\">Qendra Rajonale Shqip\u00ebri (REC)<\/span> dhe financuar nga <span style=\"color: #008000;\">Qeveria Suedeze<\/span>, synohet krijimi i nj\u00eb modeli t\u00eb q\u00ebndruesh\u00ebm t\u00eb angazhimit qytetar dhe bashk\u00ebpunimit qeverisje vendore \u2013 komunitet n\u00eb sigurimin e sh\u00ebrbimeve mjedisore dhe mir\u00ebmenaxhimit t\u00eb mbetjeve urbane.<\/p>\n<p>N\u00ebp\u00ebrmjet projektit si rrjet dhe n\u00eb nivel lokal do t\u00eb vihen n\u00eb zbatim nj\u00eb s\u00ebr\u00eb veprimesh t\u00eb vazhdueshme q\u00eb synojn\u00eb pjes\u00ebmarrjen qytetare\u00a0dhe plan veprimet e qeverisjes vendore t\u00eb harmonizuara dhe t\u00eb mir\u00ebkoordinuara me nj\u00ebra tjetr\u00ebn q\u00eb sh\u00ebrbimet mjedisore jo vet\u00ebm t\u00eb jen\u00eb t\u00eb shp\u00ebrndara uniform por edhe t\u00eb jepen praktikat e mira q\u00eb t\u00eb jen\u00eb t\u00eb vazhdueshme n\u00eb jet\u00ebn e p\u00ebrditshme t\u00eb qytetar\u00ebve. Kjo zon\u00eb ka rreth 60.000 banor\u00eb, dhe ka munges\u00eb t\u00eb theksuar n\u00eb sh\u00ebrbime publike, n\u00eb infrastruktur\u00eb e rrjete q\u00eb shkaktojn\u00eb probleme madhore mjedisore. N\u00eb lidhje me menaxhimin e mbetjeve urbane, mungojn\u00eb standardet \u00a0dhe monitorimi i tyre n\u00eb sh\u00ebrbimet e mbledhjes, transportit dhe depozitimit, sh\u00ebrbimi ka mbulim territorial vet\u00ebm n\u00eb rrug\u00ebt kryesore, ka shkall\u00eb t\u00eb ul\u00ebt te edukat\u00ebs mjedisore dhe politikave vendore p\u00ebr \u00a0nd\u00ebrgjegj\u00ebsim qyteta, rip\u00ebrdorimi, riciklimi, ndarja jan\u00eb inekzistente.<br \/>\nDuke vler\u00ebsuar k\u00ebt\u00eb situat\u00eb, Rrjeti i Qendrave p\u00ebr Zhvillim Komunitar \u201cSot p\u00ebr t\u00eb Ardhmen\u201d solli n\u00eb zbatim\u00a0n\u00ebn programin <strong><span style=\"color: #0000ff;\">ACHIEVE &#8211; <\/span><\/strong>\u201cShoq\u00ebri civile aktive p\u00ebr nj\u00eb mjedis evropian\u201d, zbatuar nga REC Shqip\u00ebri dhe financuar nga Bashkimi Europian n\u00eb Shqip\u00ebri, projektin <span style=\"color: #0000ff;\">Monitorim, vler\u00ebsim, nd\u00ebrgjegj\u00ebsim mbi menaxhimin e mbetjeve urbane\u00a0n\u00eb zon\u00ebn e Ish-K\u00ebnet\u00eb \u2013 Durr\u00ebs i Ri. <\/span><\/p>\n<p>Projekti realizoi:<\/p>\n<p>1. Monitorimin dhe hart\u00ebzimin e\u00a0sh\u00ebrbimeve publike t\u00eb menaxhimit t\u00eb mbetjeve urbane (mbledhje, transport, depozitim) si dhe dha rekomandime specifike\u00a0p\u00ebr planet vendore t\u00eb menaxhimit t\u00eb mbetjeve<br \/>\n2. P\u00ebrmes takimeve dhe trajnimeve t\u00eb ndrysh\u00ebm, u punua p\u00ebr rritjen e\u00a0nd\u00ebrgjegj\u00ebsimit dhe edukimit qytetar p\u00ebr administrimin e mbetjeve urbane, p\u00ebr ndikimin e mbetjeve n\u00eb mjedis, n\u00eb sh\u00ebndetin e njeriut, n\u00eb jet\u00ebn n\u00eb komunitet dhe n\u00eb zhvillimin ekonomik.<br \/>\n3. Rritja dhe edukimi qytetar nxit\u00ebn inisiativa t\u00eb vogla n\u00eb element\u00eb t\u00eb sistemit t\u00eb menaxhimit t\u00eb mbetjeve si ndarja, riciklimi, rip\u00ebrdorimi dhe rivler\u00ebsimi.<\/p>\n<p>&#8220;Sot p\u00ebr t\u00eb Ardhmen&#8221; Durr\u00ebs hartoi dhe nj\u00eb raport bazuar mbi p\u00ebrpunimin e t\u00eb\u00a0dh\u00ebnave\u00a0cil\u00ebsore dhe sasiore t\u00eb p\u00ebrfituara nga anketimi e drejtp\u00ebrdrejt\u00eb t\u00eb\u00a0nj\u00eb kampioni prej 100 banor\u00ebsh n\u00eb m\u00ebnyr\u00eb rast\u00ebsore, por me mbulim<br \/>\nt\u00eb t\u00eb gjith\u00eb territorit t\u00eb zon\u00ebs s\u00eb Ish-K\u00ebnet\u00ebs dhe paralelisht me\u00a0monitorim t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb sh\u00ebrbimit t\u00eb menaxhimit t\u00eb mbetjeve \u00a0urbane\u00a0si: depozitimi, largimi, koha dhe frekuenca e sh\u00ebrbimit,\u00a0mbulimi territorial dhe cil\u00ebsia e sh\u00ebrbimit.<\/p>\n<p><strong><span style=\"color: #3366ff;\">Disa prej rekomandimeve t\u00eb nxjerra\u00a0<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #3366ff;\">Grumbullimi<\/span><\/strong><br \/>\n1. Rritja e investimeve n\u00eb p\u00ebrmir\u00ebsimin e infrastruktur\u00ebs\u00a0rrugore dhe asaj\u00a0p\u00ebr manaxhimin e trupave ujor\u00eb, n\u00eb\u00a0m\u00ebnyr\u00eb q\u00eb t\u00eb mos krijohen venddepozitime an\u00eb rrug\u00ebve dhe\u00a0n\u00eb shtratet e trupave ujor\u00eb.<br \/>\n2. Shtimi i numrit t\u00eb kontenier\u00ebve t\u00eb mbeturinave pran\u00eb zonave\u00a0t\u00eb banuara, duke shkurtuar distanc\u00ebn q\u00eb duhet t\u00eb p\u00ebrshkoj\u00eb\u00a0nj\u00eb banor nga sht\u00ebpia deri n\u00eb vendepozitimin m\u00eb t\u00eb af\u00ebrt\u00a0t\u00eb miratuar nga Bashkia, duke e shoq\u00ebruar me investimin\u00a0p\u00ebr vendosjen e kontenier\u00ebve t\u00eb diferencuar p\u00ebr mbetjet q\u00eb\u00a0n\u00eb burim, si dhe\u00a0marrjen e masave p\u00ebr t\u00eb siguruar q\u00eb kontenier\u00ebt t\u00eb q\u00ebndrojn\u00eb\u00a0t\u00eb mbyllur, kur nuk jan\u00eb n\u00eb p\u00ebrdorim.<br \/>\n3. Rritja e shpesht\u00ebsis\u00eb t\u00eb mbledhjes s\u00eb mbetjeve n\u00eb\u00a0venddepozitime, q\u00eb t\u00eb shmanget kthimi i tyre n\u00eb zona t\u00eb\u00a0rrezikshme p\u00ebr jet\u00ebn e banor\u00ebve p\u00ebrreth.<br \/>\n4. Organizimi i fushatave t\u00eb nd\u00ebrgjegj\u00ebsimit\u00a0p\u00ebr rritjen e informacionit t\u00eb qytetar\u00ebve mbi uljen e gjenerimit\u00a0t\u00eb mbetjeve sht\u00ebpiake, r\u00ebnd\u00ebsin\u00eb e hedhjes s\u00eb mbetjeve n\u00eb\u00a0venddepozitimet e p\u00ebrcaktuara dhe diferencimin e tyre, duke\u00a0targetuar ve\u00e7an\u00ebrisht grat\u00eb, duke q\u00ebn\u00eb se rezulton q\u00eb jan\u00eb ato\u00a0q\u00eb merren m\u00eb s\u00eb shumti me mbetjet q\u00eb gjenerohen n\u00eb sht\u00ebpi,\u00a0si rezultat i nivelit shum\u00eb t\u00eb lart\u00eb t\u00eb papun\u00ebsis\u00eb s\u00eb tyre (57%) e\u00a0evidentuar n\u00eb zon\u00ebn e Ish-K\u00ebnet\u00ebs.<\/p>\n<p><strong><span style=\"color: #3366ff;\">Transportimi<\/span><\/strong><br \/>\n1. Modernizimi i teknologjis\u00eb p\u00ebr evadimin dhe trajtimin e\u00a0mbetjeve urbane me makina t\u00eb reja grumbullimi t\u00eb mbetjeve,\u00a0autofshesa, fadroma, eskavator, autoagregat, kamione etj.,\u00a0n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb rritet cil\u00ebsia e sh\u00ebrbimit, t\u00eb ulet koha e\u00a0nevojshme p\u00ebr evadimin dhe trajtimin, si edhe t\u00eb ulen kostot e\u00a0mir\u00ebmbajtjes (vajra, filtra, goma etj).<br \/>\n2. Formalizimi dhe integrimi i individ\u00ebve \/ operator\u00ebve\u00a0informal\u00eb mbledh\u00ebs t\u00eb mbeturinave n\u00eb strategjit\u00eb lokale p\u00ebr\u00a0manaxhimin e mbetjeve.<\/p>\n<p><strong><span style=\"color: #3366ff;\">P\u00ebrpunimi<\/span><\/strong><br \/>\n1. Mb\u00ebshtetja e krijimit t\u00eb subjekteve p\u00ebr evadimin dhe trajtimin\u00a0e mbetjeve, si dhe realizimi i proceseve t\u00eb transportimit,\u00a0p\u00ebrpunimit dhe asgj\u00ebsimit p\u00ebrmes partneritetit publik-privat.<br \/>\n2. Investimi n\u00eb impiante (incenerator\u00eb) p\u00ebr trajtimin e mbetjeve\u00a0urbane dhe industriale duke i shnd\u00ebrruar ato n\u00eb energji.<\/p>\n<p><strong><span style=\"color: #3366ff;\">Asgj\u00ebsimi<\/span><\/strong><br \/>\n1.
